The Quick Answer

A Pennsylvania motorcycle needs its own policy with at least the same **liability minimums** as a car: **$15,000 per person and $30,000 per accident** for injuries and **$5,000** for property damage. Your auto policy does not cover it. Insurers must offer **uninsured/underinsured motorist** coverage, and it comes off only with a **written rejection**. UM/UIM is the one we size first, because on a bike you have no steel around you. Pennsylvania lets riders **21 and older** go without a helmet if they've held a motorcycle license for **two years** or completed an **approved safety course**; we still recommend one. Pennsylvania winters park most bikes for a few months, so ask about a **lay-up** option that keeps **comprehensive** in force against theft, fire and storm damage instead of cancelling. Round out the policy with **custom parts coverage** (defaults are small), **safety apparel** for your gear, and **guest passenger liability** if anyone rides behind you. **The Natelli Agency**, the local agency of **Louis Natelli** in **West Chester**, compares more than one option and quotes riders free at **[(914) 419-8000](tel:+19144198000)**.

Pennsylvania Motorcycle Insurance, The Short Version

## Pennsylvania gives riders a real season. The policy should fit all twelve months of the year.

Start with what makes riding here good: spring and fall back roads through Chester County, evening rides out past Downingtown and Kennett Square, and longer weekend runs when the weather cooperates. Then winter arrives, and most bikes get parked for a few months. A policy built for that rhythm protects the bike on the road and in the garage.

Now the part that shapes every recommendation on this page. Pennsylvania requires the same **liability minimums** on a motorcycle as on a car, and they're low. Insurers must offer **uninsured/underinsured motorist coverage**, but it can be rejected in writing, and that signature is easy to sign without thinking. In a car, a driver with no insurance or bare minimum limits is an annoyance. On a bike, you are the crumple zone, and the driver who turned left in front of you being underinsured turns a bad day into a financial one. That's why **UM/UIM** is the first thing we size on a rider policy.

Storage is the other piece. When the bike sits from late fall to spring, it's tempting to cancel, but a parked bike can still be stolen, damaged in a garage fire, or crushed by a tree in a winter storm, and a coverage gap can raise what you pay later. Ask us about a **lay-up or reduced-coverage option** that keeps comprehensive alive while it sits.

The rest is making the policy match the bike you actually ride: **custom parts coverage** above the small default, **safety apparel** for the gear, and **guest passenger liability** if anyone rides with you. We can quote Farmers® and other insurance companies, so we compare all of that for you. Bundled with the car and the house, it is often more affordable than riders expect.

## What a rider policy needs. And the three gaps nobody mentions.

The required part is small. The parts that decide whether a bad day ruins you are all optional.

PA minimum

$15k / $30k / $5k

### Liability

The same liability minimums Pennsylvania sets for a car, on the bike's own policy: $15,000 per person and $30,000 per accident for injuries, $5,000 for property damage. Covers what you do to others' bodies and property, plus defense. On a vehicle this exposed, we treat the minimum as the floor for the conversation, not the recommendation.

Keep it. Don't reject it.

UM / UIM

### Uninsured Motorist

Pennsylvania insurers must offer it, but it can be rejected in writing, so it's easy to lose. Plenty of drivers carry only the state minimum, some carry nothing, and on a bike you have no steel around you. This is the coverage that pays when the driver who turned left in front of you cannot.

Strongly recommended

Medical

### Medical Payments

Liability pays the other person. Medical payments coverage pays your own medical bills after a crash, regardless of fault, where your policy offers it. Inexpensive, and on two wheels even a modest get-off can mean an ambulance. We look at how it fits with your health insurance.

If you'd miss it

Comp & Collision

### Physical Damage

Repairs or replaces the bike. Comprehensive matters more than riders think: motorcycles are easy targets for thieves, and nor'easters and summer storms bring down trees and limbs. Your garage is not coverage, and neither is a cover in the driveway.

Parked for winter?

Lay-Up

### Storage & Lay-Up

Most Pennsylvania bikes sit for a few winter months. Ask whether a lay-up or reduced-coverage option is available for that stretch instead of cancelling. The goal is keeping comprehensive alive against theft, fire and storm damage. Cancelling creates a coverage gap that can raise what you pay later.

Worth it

Course

### Safety Course Discount

Many insurance companies offer a discount for completing an approved motorcycle safety course, and in Pennsylvania the course is also one path to the helmet exemption for riders 21 and older. Because we compare more than one option, we can look for the ones that reward it. Take it.

Usually a gap

Your Mods

### Custom Parts & Equipment

Standard policies assume a stock bike and cap accessories at a small default. Exhaust, bars, bags, seat, paint, lighting, engine work. Add up what you have spent past stock, then ask us about raising the limit to match.

Usually a gap

Your Gear

### Safety Apparel

Helmet, jacket, gloves, boots, armor. It is not part of the bike, so the bike's coverage does not replace it. A full kit can run into four figures, and one get-off can destroy all of it at once, in the same crash that bent the frame.

Passengers

### Guest Passenger Liability

Some rider policies limit or exclude passenger liability, or make it an add-on. The person on the back is the most likely to be badly hurt in your crash. If you ever carry anyone, this line is not optional.

### Is your bike insured as the bike you actually built?

Mods, gear, and the passenger line are the three we find wrong most often. Send us your declarations page and we will read it with you, free.

The Pennsylvania Rules That Matter

## Five things that change how a claim goes here.

Pennsylvania rules for riders are simple on paper. What you are allowed to reject, and what you do with the bike over the winter, decide what a claim pays.

### 1. The liability minimum applies to your bike too

Pennsylvania sets the same **liability minimums** for a motorcycle as for a car: **$15,000 per person and $30,000 per accident** for injuries, and **$5,000** for property damage. That's lower than most riders need, and a serious crash on US-202 or the Turnpike can outrun it fast. Questions about the rules themselves? The Pennsylvania Insurance Department consumer line is 1-877-881-6388.

### 2. The season ends. The coverage shouldn't.

Most Pennsylvania bikes come off the road for a few months each winter. That's the moment riders cancel, and it's the wrong move: a stored bike can still be stolen, burned in a garage fire, or crushed by a tree in a winter storm. A **lay-up or reduced-coverage option**, where it's available, keeps comprehensive in force while the bike sits and avoids a gap that can raise what you pay in spring.

### 3. Uninsured motorist coverage comes off only in writing

Pennsylvania insurers must offer **uninsured/underinsured motorist** coverage, and it comes off only with your written rejection. That makes it easy to sign away and expensive to miss. On a bike, the coverage most likely to pay for your hospital stay is your own UM/UIM, stacked with medical payments coverage and your health insurance. We size that stack first.

### 4. The helmet law depends on your age and experience

Pennsylvania lets riders **21 and older** ride without a helmet if they've held a motorcycle license for **two years** or completed an **approved motorcycle safety course**. Everyone else must wear one. Whatever the law allows, we still recommend a helmet: it protects your head, and after a crash with head injuries, not wearing one can come up in the claim.

### 5. Your auto policy is not helping

A motorcycle is never covered by your car's policy. It needs its own. The upside of doing it properly: bikes often rate lower than people expect, and bundling the bike with the [auto](https://natelliagency.com/auto-insurance) and [home](https://natelliagency.com/home-insurance) policies may qualify you for a multi-policy discount. One call, one local agency, more than one option compared for the whole garage.

### Let it lapse at some point? Let's get it back in force.

A gap can raise your rate and leaves a parked bike exposed to theft and storm damage. One call to (914) 419-8000 starts fixing it.

## Whatever you ride. However you ride it.

A daily commuter on US-202 and a garage-kept restoration are not the same policy. Tell us which one you are.

[Daily commuters

West Chester Pike, US-202 or US-30 most days of the season, in the same traffic as everyone else. More exposure, more miles, and UM coverage matters most for you because you are surrounded by the people who cause the crashes.](https://natelliagency.com/quote)

[Builds & heavily modified bikes

If your bike left stock a long time ago, the default accessory limit is not close. Custom parts and equipment coverage exists exactly for you, and it costs very little.](https://natelliagency.com/quote)

[Weekend & back-road riders

Chester County back roads a few weekends a month, then parked for the winter. Ask about options that keep theft and storm coverage alive without paying for road exposure you are not using.](https://natelliagency.com/quote)

[Riders who carry passengers

Guest passenger liability is limited or excluded more often than riders realize. If anyone ever gets on the back, this gets checked before you ride, not after.](https://natelliagency.com/quote)

[Classics & collectibles

A vintage bike is not worth its depreciated book value and should not be insured as if it were. Agreed value is the conversation, the same as it is for any collector vehicle.](https://natelliagency.com/quote)

[New riders

Highest risk, lowest experience, and one of the smartest moves available to you is an approved motorcycle safety course. Pennsylvania requires a helmet until you're 21 and have either two years on your license or a completed approved course. Start with real limits rather than the legal floor.](https://natelliagency.com/quote)

## Pennsylvania rider questions. Straight answers.

Is motorcycle insurance required in Pennsylvania?

Yes. A motorcycle needs the same liability minimums Pennsylvania sets for a car: **$15,000 per person and $30,000 per accident** for bodily injury, and **$5,000** for property damage. Those are legal floors, not a plan, and on a bike we size limits to what you have to protect.

Pennsylvania insurers must offer uninsured/underinsured motorist coverage, and turning it down takes a written rejection. On a bike, we almost never recommend signing it.

Does my auto policy cover my motorcycle?

No.

A motorcycle needs its own policy. Your auto policy does not extend to it. The good news is that bike policies are often more affordable than people expect, since you ride fewer miles than you drive, and bundling the bike with your auto and home may lower the whole stack.

What happens if an uninsured driver hits me?

The at-fault driver's liability coverage should pay. The problem is when they carry no insurance, or only the state minimum, and on a bike you are the crumple zone.

Uninsured/underinsured motorist coverage steps into the at-fault driver's shoes and pays for your injuries. Pennsylvania insurers must offer it, it comes off only with your written rejection, and it's the single most important coverage to keep on a rider policy.

Does liability coverage pay for my own injuries?

No. Liability pays for the people you injure and the property you damage.

Your own injuries are covered by medical payments coverage where your policy includes it, your health insurance, and, when the other driver is at fault and uninsured or underinsured, your UM/UIM coverage. On a bike, building that injury stack deliberately matters more than on any car.

Are my custom parts and accessories covered?

Only up to a small default limit, and plenty of bikes carry real money in pipes, bars, seats, luggage, chrome and paint.

Custom parts and equipment coverage can raise that limit to match reality. Bring us the receipts, or at least an honest list, and we'll size it properly.

Is my riding gear covered?

Not automatically. Your helmet, jacket, gloves, boots and armor are not part of the motorcycle, so the bike's physical damage coverage does not replace them.

A full kit can run into four figures, and one get-off can destroy all of it at once. Ask us whether safety apparel coverage can be added to your policy.

Is my passenger covered?

Check, don't assume. Guest passenger liability covers the person on the back, the one most likely to be seriously hurt in your crash.

Some policies include it, some don't. If you ever carry anyone, make sure yours does.

Can I drop coverage over the winter?

Pennsylvania winters park a lot of bikes for a few months, but cancelling outright is the wrong move. A stored bike can still be stolen, damaged in a garage fire, or crushed by a tree that comes down in a winter storm, and a coverage gap can raise what you pay when you restart in spring.

Instead, ask whether a lay-up or reduced-coverage option is available for the months the bike sits. The goal is keeping comprehensive alive while you're not riding.

Do I have to wear a helmet in Pennsylvania?

It depends on your age and experience. Pennsylvania lets riders **21 and older** ride without a helmet if they have held a motorcycle license for **two years** or have completed an **approved motorcycle safety course**. Riders who don't meet that test must wear one.

Whatever the law allows, we still recommend a helmet. It protects your head, and after a crash with head injuries, riding without one can come up in the claim.

Will a safety course lower my rate?

It may. Many insurance companies offer a discount for completing an approved motorcycle safety course, and because we compare more than one option, we can look for the ones that reward it.

In Pennsylvania, an approved course is also one of the two ways a rider 21 or older can qualify to ride without a helmet. Either way, the course makes you a safer rider. Take it.

Do scooters and mopeds need insurance too?

If it is registered for the road, it needs liability coverage, and small displacement does not shrink the liability: a small scooter can put a pedestrian in the hospital just as a big bike can.

Tell us what you ride, whether it's a scooter for getting around West Chester or a touring bike, and we'll write it correctly.
